Position performs responsible technical work in conformance with section 70.09 of Wisconsin Statutes to prepare and maintain accurate legal property descriptions, ownership, assessment, and related information for parcels of real property in the County that reside within the assessment database.

Job Duties: 

  • Provides ongoing coordination for developing, maintaining, and improving real property record database systems and procedures: 
    • Maintains current knowledge for legal requirements affecting use and management of database 
    • Consults with database users including municipal officials and County Treasurer’s office to determine needs and to identify areas for improvement; works with Information Systems Department in devising upgrades or expansions of programs 
    • Develops and maintains operational procedure manuals; provides training or assistance in processing real property data to and from the assessment database 
    • Obtains input from State and Municipal officials regarding assessment form requirements; ensures forms are current and supplies are available
  • Prepares and maintains accurate and uniform lists, descriptions, and other records of parcels of real estate property in Eau Claire County in conformance with legal requirements, standards and county ordinance/policy 
    • Reviews all new preliminary and recorded subdivision plats and certified survey maps for conformance; prepares legal descriptions of property including lengthy metes and bounds descriptions within the assessment database from recorded documents whenever possible 
    • Notifies municipal assessors of new recorded parcel divisions, land ownership, or land use changes that may affect assessments 
    • Assigns unique Parcel Identification Numbers to each new parcel of land 
    • Makes assessment data entries supplied by state and local officials; links data including owner of parcel, mailing address, accurate legal description as shown on latest records in Register of Deeds, school district and special purpose district codes, situs or physical address, survey data and other information as appropriate. 
    • Ensure data entry maintains uniform alphabetical structure for one or more property owners to a given parcel of land; eliminates or reduces duplicate name entries 
    • Prepares and sends correspondence letters to appropriate property owners, attorneys, private surveyors, municipal officials whenever errors are found in a recorded deed, document or Certified Survey Map; places recorded errors in pending status and flags until resolved
  • Maintains yearly records pertaining to personal property assessments such as business equipment and occupational tax lists in all municipalities in Eau Claire County as initially provided by the Municipal Assessor and State Manufacturing Assessor 
    • Furnishes municipal assessors, Clerk and State Department of Revenue with preliminary and finalized listings and summary totals of personal property in the assessment cycle 
    • Provides assistance as needed to municipal assessors and clerks in the completion of the assessment process 
    • Generates yearly assessment reports and files for use by state, county, and town officials in creating the yearly tax files
  • Creates, updates, and maintains maps on recorded real estate parcel revisions 
    • Works with Planning and Development Department Staff to ensure database and digital parcel maps are in agreement; informs County Departments of parcel changes; assists in making copies of parcel maps as requested by the public
  • Informs public on assessment policy and property ownership records procedures; assists attorneys, banks and title companies in resolving land ownership problems 
  • Participates in special projects and studies as requested 
  • Performs other related duties as assigned

Required Qualifications:

  • Associate degree in a Business field such as Records Management, Business Management, Accounting, Paralegal or closely related field 
  • Previous training or experience in public relations, geographic information systems, land survey terminology, drafting mathematics and mechanics 
  • Training or experience in personal computer use with Microsoft Office software
