Lafayette County Real Property Lister/GIS Specialist
JOB PURPOSE:
The position of Real Property Lister/GIS Specialist will be to serve as the County Real Property Lister, provide technical mapping services to the County, assists the Treasurer and Register of Deeds with property transfer and ownership information, and serves on the Land Information Council to collaborate with other County departments in the modernization of Lafayette County land information.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Maintains the Lafayette County Real Property Database including updating all new owners, addresses, parcel numbers, legal descriptions, assessment information, acreage and survey information per State Statute 70.09
- Maps, maintains, corrects and improves Lafayette County’s tax parcel dataset using GIS software and technology
- Provides quality control for deeds, surveys and other legal property forms originating in the Register of Deeds that affect title to real property
- Splits parcels as described by legal documents and assigns parcel numbers
- Drafts written communication to property owners, surveyors, attorneys and others related to problems with real property related documents
- Works with the Zoning Department to identify possible land division violations
- Serves as a liaison between municipal clerks, property assessors and the Wisconsin Department of Revenue
- Utilizes the Department of Revenue’s IPAS system to update parcel numbers, file electronic Statement of Assessments and submit Countywide electronic work, assessment and tax rolls
- Prepares and prints work rolls and assessment rolls for the distribution to municipal assessors and clerks
- Assists assessor’s, municipal clerks, attorneys, county departments, and the public with locating, documenting, and verifying lands
- Researches and remaps problem parcels on the assessment roll
- Participates in the Wisconsin Real Property Listers Association and the Wisconsin Land Information Association
- Serves as a member of the Lafayette County Land Information Council
- Keeps up to date on GIS and Real Property Listing best practices and training
- Cross-trains and provides assistance to the GIS Coordinator on large scale mapping projects, CSM & Survey Review, Metadata creation, Survey Records, and other duties as needed
- Provides backup support to County Treasurer and Register of Deeds including assisting with collections at tax time as needed
- In the absence of the Treasurer and Chief Deputy Treasurer, is in charge of the Treasurer’s office
EDUCATION & EXPERIENCE
- Associates Degree and two years of mapping or real estate title work experience
- Experience with ESRI’s ArcGIS Desktop applications
KNOWLEDGE, SKILLS AND ABILITIES
The requirements listed below are representative of the knowledge, skill and/or ability required:
- Proficient with Microsoft Office products
- Ability to understand and write complex legal descriptions for property.
- Familiar with real estate terms and documents including plat books, transfer returns and certified survey maps.
- Ability to work with the public, attorneys, abstractors, appraisers, and others regarding property descriptions.
- Ability to calculate acreage and other complex math skills, such as discounts, interest, percentages, proportions, area, circumference and geometry.
- Ability to research deeds and other documents in the Register of Deeds office.
