POSITION MISSION:
Under direction, the Business Analyst will provide support of IT projects and IT systems on behalf of WECC. This position will apply best practices for process improvements, project management and IT development and facilitate the translation of business needs into system requirements and deliverables.

PRIMARY RESPONSIBILTIES:

Assist in systems program planning development, testing, analysis and policy interpretation and support.Analyze system functionality related to storage of information in the database with focus including data entry, payment, and retrieval of applicant and program information stored in the database.Coordinate IT hardware and software needsConduct GIS analysisAssist in the development of reporting database structures, identification of data needs, and suggested software-reporting tools.Write specifications for system functionality, reports and data retrieval.Test programming and system operations prior to implementation to ensure compliance with specifications and intended functionality.Policy analysis, recommendation and planning proceduresAssist in the development of Requests for Proposals, Requests for Bids and contracts for IT professional services or products.Use standard and sophisticated software to develop reports and queries for data retrieval including Microsoft Access and GIS products such as ARcGIS and Centrus.

These responsibilities are not all inclusive and other duties may be assigned from time to time.

Knowledge and Skills

  1. Considerable knowledge of computerized data processing systems analysis, report generation techniques, hardware and software capabilities.
  2. Considerable knowledge of program planning, evaluation techniques and policy analysis.
  3. Extensive knowledge of Home Energy Plus Programs including the Wisconsin Home Energy Assistance Program (WHEAP), the Wisconsin Weatherization Assistance Program (WisWAP), including laws, regulations, guidelines and program delivery structure.
  4. Knowledge of the use and interpretation of state and federal laws and regulations and their impact on Computer Systems and reports.
  5. Knowledge of research design methods, management reporting techniques and statistical methods.
  6. Excellent oral and written communication skills including technical writing skills.
  7. Excellent interpersonal relations skills and techniques.
  8. Skill in the use of the Internet and WEB based computer program applications.
  9. Skill in the use of Microsoft Office Products, including Microsoft Word, Excel, Access, Project and PowerPoint software.
  10. Knowledge of and ability to evaluate and utilize various reporting software tools such as Crystal Reports, Arcview, and Business Objects.
  11. Skill in the use of GIS software products and geocoding products such as Sagent/Centrus.
  12. Knowledge of computer systems analysis, computer systems capabilities and basic programming concepts.
  13. Skill in functioning as a liaison between end users and computer programmers, and with persons from a variety of professional backgrounds.
