The Public Service Commission of Wisconsin (PSC) is an independent state agency that is responsible for regulating more than 1,100 Wisconsin public utilities, which provide electric, natural gas, combined water and sewer utilities and certain aspects of local telephone service to households and businesses throughout the state. Job Duties:   Under the general supervision of the State Broadband Director, these positions are tasked with broadband-related mapping coordination, data collection, data analysis, and website decisions. The primary responsibility of these positions is to plan, design, implement, and maintain State Broadband Office mapping programs and related data and applications as state resources. These positions will work closely with contractors, partners, and colleagues to coordinate broadband-related data collection activities and develop new state broadband map layers. These positions will provide technical support for Commission and consumer questions related to the state broadband map, website, and survey initiatives. These positions will work with each other and possibly an intern(s) to handle maintenance, updates and troubleshooting of the broadband map, dashboard, website and data collection.

Ability to travel both in-state and out-of-state for regulatory work, meetings, and training. Travel may include occasional overnight stays of up to one week in duration.

Job Knowledge, Skills and Abilities:   Proficient in using ESRI technologies (ArcMap Advanced, SDE) to develop and maintain GIS data. Ability to convert a wide variety of non-GIS formats into ESRI formats (DGN, DWG, raster). Ability to develop ad hoc programs and scripts to manipulate and/or load data across a wide variety of storage platforms. Web page development using Web creation tools, such as Dreamweaver. Ability to develop scripts to aid in quality assurance processes. Ability to build, maintain, and control team geodatabase (Spatial DBA functions) to support submission over submission review and data audits. Knowledge of Census Geographies and ability to translate network information into Census formats. Oral communication skills, including ability to present complex technical and policy material in an understandable manner in the form of speeches, discussion groups, and phone calls. Interpersonal relationship skills, including negotiation and facilitation skills. Project management skills, including ability to set and meet deadlines. Written communication skills, including ability to present complex technical and policy material in an understandable manner in the form of letters, reports, and analysis. Ability to communicate effectively, both orally and in writing, including the ability to describe complex or technical information in an easy-to-understand manner. Ability to edit the written work of subordinate staff and peers for clarity and conciseness. Ability to establish and maintain effective working relationships with co-workers, subordinates, representatives of utilities, the public and other governmental agencies and organizations. Ability to use standard computer software to complete work assignments, including familiarity with work processing, document management systems and Microsoft Office products. Ability to coach, mentor, and supervise multi-disciplinary professional staff.
