The City of Eau Claire is seeking qualified candidates for the position of Engineering Technician II in the Department of Public Works. The duties of this position include GIS and Database related activities, include surveying, cartography, record management, ArcGIS, SQL Server, and a thorough knowledge of mapping procedures, nomenclature, and applicable software and hardware. The position may also be assigned duties for the survey, design and construction inspection of City of Eau Claire street and utility projects. Must have a minimum of an Associate Degree in Civil Technology or GIS. Previous experience in GIS, municipal infrastructure design or construction inspection is desirable. Salary range is $23.43 to $27.29 per hour. Higher job classification and salary may be available depending on qualifications.
JOB DESCRIPTION
Under general supervision, the incumbent performs services in the office and in the field requiring specialized technical abilities in the preparation and design of plans, surveying and inspection of various municipal construction projects. Performs mathematical computations through trigonometry and analytic geometry and must be computer literate in the use of a personal computer for computer aided design (CAD), geographic information system (GIS), asset management software, spreadsheets, and word processing. This position requires an Associate degree in Civil Technology or GIS.
POSITION SCOPE
The Engineering Division of the Public Works Department is responsible for the design, survey, construction, and inspection of municipal facilities, GIS, municipal planning, preparation of special assessments, maintaining official engineering records and maps, flood control measures, maintenance of sidewalks, curbs and gutters and provides general engineering consulting services.
This position, utilizing specialized technical knowledge, must be able to read and interpret construction plans and specifications, perform design assignments using Computer Aided Design (CAD) and Geographic Information System (GIS) software. This position may be responsible for managing and maintaining GIS & asset management software including training other divisions in the operation of the software. The position must maintain a good working relationship with numerous contractors, engineers, surveyors, city departments, and the general public.
This position may be required to have a thorough knowledge of mathematics as applied to advanced surveying, advanced engineering computations, the use of coordinate and plain geometry, land records management, and legal descriptions. The position may be responsible to manage, operate, and coordinate the City Geographic Information System(GIS) with other City Divisions and also keep the GIS data current with the utmost accuracy. This position, utilizes the knowledge of the principles, methods and practices of engineering surveying, cartography, record management, ArcGIS, ArcGIS Server, SQL Server, computer drafting and mapping systems, and having a thorough knowledge of the nomenclature, symbols, mapping procedures, information management systems, component hardware and operating systems, and is responsible for preparing engineering drawings, specialized thematic maps, web based maps, plans and illustrations which will require initiative and judgment on the part of the incumbent.
ESSENTIAL FUNCTIONS
- Provides GIS technical assistance and specialized thematic maps assistance to all City Departments, Divisions, and Agencies.
- Responsible for the accuracy and continuous updating of all maps, including related data files for the “Official” City Map, parcel ownership, street centerlines, pavement condition and management attributes, underground utilities, zoning, annexations, street vacations, easement locations, geodetic control, and general topography. Maintains a master file of resolutions, ordinances and all other official actions in connection with these matters.
- Administers, coordinates, directs and manages GIS database development, web applications, definitions, maintenance, and implementation.
- Coordinates maintenance of GIS and engineering software and hardware with IS support. Oversees the operation of the drafting and mapping hardware, software, operating system, network, plotters, and printers.
- Oversees, trains, and review the work of other persons entering map and attributes data to the GIS system.
- Prepares design plans for final approval of the Project Engineer. Maintains record information and office files and organizes field book data.
- Operates surveying instruments and performs technical survey duties (calculates horizontal and vertical curves, sets benchmarks, reads elevations, etc.).
- Performs advanced mathematical computations in solving problems relating to area, volume, grades, horizontal and vertical curves and other trigonometric problems in the design, layout, staking and inspection of various engineering projects.
- Works with property owners and contractors to coordinate and address issues that arise during street and utility construction projects. Assists the engineers and surveyors to anticipate project needs, scheduling, and resolving conflicts that may arise.
- Interprets plans and specifications and performs quality assurance inspection and documentation for water main, sewers, soils, pavements, and concrete construction and supplies information to support partial and final pay estimates of construction projects.
- Performs checks on own work to eliminate the possibility of errors and makes observations that detect potential construction problems and relates those problems to the Senior Surveyor or Project Engineer for remedial action.

EDUCATION/EXPERIENCE/CERTIFICATIONS
Associate Degree in Civil Technology, or Associate Degree in GIS, and experience as an entry level engineering technician.
