Job Summary:

Under the general supervision of the Property Lister, compiles and processes the land information necessary for the real estate property tax assessment roll, the county tax roll, the property tax bills, and the Brown County computerized land records file. 

Essential Duties:

  • Continuously updates the land records file. Processes all recorded documents that affect land ownership, title and taxing status. 
  • Reads, interprets and critiques the legal instruments to determine if they are complete in content and substance in order to have a valid affect on any of the existing tax parcels. 
  • Communicates with people who drafted the recorded instruments that are incorrect, ambiguous, incomplete or in any way not being clear and concise in order to make them re-record the document with necessary corrections. 
  • Analyzes the recordings to determine if they are a full transfer of interest or if it is a division of the original parcel (when it is a division, the split must be checked for compliance to the Brown County Subdivision Ordinance). 
  • Determines and lists ownership extents; computes mathematical closures to determine the accuracy of the document. 
  • Maps newly created parcels to show the location, sinuosities, frontages, areas and checks for boundary gaps or overlaps to adjoining lands using AutoCAD 2000. 
  • Assigns parcel numbers to the new splits and constructs condensed legal descriptions for inclusion onto tax bills and removes related information from the parent parcel that the split came from. 
  • Assists the public in providing information relative to parcel location, ownership, descriptions, materials and title problems. 
  • Performs title searches for county related projects. 
  • Works closely with local assessors in providing data and forms relative to property assessment and real estate taxation. 
  • Assists in collating recorded documents from Laredo with Real Estate Transfer Forms.
  • Processes all recorded documents affecting land ownership, title and tax districts 
  • Reads & interprets legal instruments to determine complete content of document for valid title and effect on the tax parcel.
  • Analyzes and checks for full transfer of interest or a division of a parcel.
  • Checks for compliance with Brown County Subdivision Ordinance for all divisions of land (CSM, subdivision, split parcels).
  • Determines and lists ownership extents, and computes mathematical closure on all metes & bounds descriptions.
  • Maps newly created parcels, including location, frontage, boundary, gaps or overlaps to adjoining parcels using AutoCAD and ArcView GIS programs.
  • Notifies owner or drafter of documents of any incorrect, ambiguous or incomplete errors in documents, marking as “unable to post” until corrections are recorded.
  • Assigns parcel numbers to any new parcel (split, CSM, subdivision, court order) and construct new legal descriptions for inclusion on the tax bill.
  • Updates existing tax parcels with new information.
  • Assists the public, attorneys, realtors, surveyors, title companies with all related land information over the phone or in-office.
  • Performs title searches for county related projects.
  • Works closely with local assessors and municipalities in providing data that forms the assessment roll and real estate taxes.
  • Assists with data entry into AS400 to update owner names, mailing address and legal information.
  • Updates address edits, polygons and parcel lines in CAD & ArcView/GIS.
  • Processes and checks all information at year-end to create Assessor packets for the assessment roll for Brown County.
  • Performs related functions as assigned.

Education and Experience:

Associate degree in the surveying and mapping related professions and two (2) years of experience in either land surveying or land title investigation; or any equivalent combination of education, training and experience which provides the necessary knowledge, skills and abilities. 

Knowledge, Skills and Abilities:

  • Knowledge of the land record professions with emphasis on land title and land boundaries. 
  • Knowledge of state, county and local subdivision laws. 
  • Knowledge of instruments that affect land divisions and land title. 
  • Knowledge of state laws relating to taxation and assessment of real estate property. 
  • Knowledge of and ability to utilize a computer and the required software.
  • Ability to communicate with the public and the professionals working with or inquiring about parcel information. 
  • Ability to describe, interpret and map land descriptions. 
  • Ability to establish and maintain effective working relationships with staff and the public.
