Job Summary
Under general supervision of the Property Lister, compiles and produces County assessment rolls, tax rolls, real estate tax bills and related documentation; operates a variety of specialized equipment; does related work as required.
Essential Duties
- Checks daily entries from property listing office, treasurer’s office & city assessor’s office staff on I.S. generated Activity Report.
- Retrieves documents from the Register of Deeds office that are pertinent to land title and/or conveyances.
- Retrieves transfer forms that coincide with the daily recorded documents in the Register of Deeds office.
- Checks & collates documents and transfers. Sorts & distributes documents to personnel for processing.
- Checks & verifies title and legal description on all daily recorded documents.
- Processes & enters updated information on the land records system including owner name(s), property location, mailing address for tax billing and comments if necessary.
- Processes & creates new splits in the land records system for assessment in the following year.
- Transcribes information related to parcel splits in engineering books.
- Enters new addresses as assigned or verified by the addressing agent for each municipality into the land records system, CADD and GIS maps for 911 assistance and online public access.
- Enters new street data created thru platting, changes and/or removes street names via resolutions into land records system.
- Edits transfer return parcel data on WDOR site.
- Tracks conveyances to and from the Oneida tribe of Indians and placed in USA in Trust for inclusion in report to establish payment in lieu of taxes
- Updates & adjusts acreage & square footages to synchronize mapping and land records system values.
- Assists public, professional users and other county offices via phone calls or walk-ins.
- Requests all pertinent information related to completing the end of year taxation and assessment records.
- Requests order for supplies necessary for completing yearend & startup activities.
- Confirms that all recorded documentation pertinent to land transactions is accounted for from the Register of Deeds office.
- Checks “unable to post” files for corrections and updates.
- Counts & records number of maps for local assessors and Oneida Tribe of Indians and prepares report.
- Requests split parcel engineering book for the City & County.
- Proofs said split parcel engineering book against current books & split cards.
- Makes any necessary additions & corrections to split files.
- Requests & prints assessment labels for all county districts & city.
- Requests & prints split file reports and prepares one copy for each assessor.
- Copies current year tax roll from treasurer CD to new folder.
- Requests deletion fiche for January to be run in Technical Services.
- Verifies assessment labels against split file reports.
- Creates a digital report of split files & removals w/comments.
- Notifies Technical Services department that files are ready for end of year processing and then runs all year end reports.
- Notifies Treasurer’s office after successful merge and advises to print out assessment workbooks and personal property reports etc.
- Runs & prints parcel counts by district report again to determine new number of active parcels for the current year.
- Prepares information packets for each district assessor including split labels, removal lists, assessor maps, split files with comments and workbook reports.
- Confirms with treasurer’s office that year-end reports have been run and notifies staff that entry for the next year can commence.
- Tabulates annual Real Property Listing Activities for the previous year for Property Lister Annual report to County Executive and parent committee.
- Performs related functions as assigned
Education and Experience
High school diploma, plus four years of experience in the land records field or a similar field; or any equivalent combination of education, training and experience which provides the necessary knowledge, skills and abilities.
