The GIS Server Administrator serves as DNR’s principal technical authority for directing, implementing, maintaining, and administering very complex GIS server architecture and infrastructure to support critical DNR business needs. Specifically, the GIS Server Administrator is responsible for leading the design, implementation, maintenance, administration, and integration of DNR’s overall GIS server infrastructure components to support the agency’s web-based (internet and intranet) services, hosted web mapping applications and viewers, and desktop GIS software license management. The incumbent in this position demonstrates a commitment to customer service, organizational success and respect in the workplace by delivering measurably high-quality and responsive services and support to internal and external customers.
This position will oversee the direction and design of DNR’s GIS server architecture; develop and administer DNR’s GIS server infrastructure; interact with DNR Bureau of Technology Services (BTS) staff to research, specify and configure GIS server hardware and software (e.g., ESRI ArcGIS Server) to support agency GIS web services and hosted web mapping applications/viewers; negotiate and manage Service Level Agreements (SLAs) with DOA Division of Enterprise Technology (DET) staff to ensure adequate reliability, security and performance of DNR GIS server infrastructure; monitor and optimize GIS server infrastructure components to ensure system stability and performance; develop and help lead projects with DNR BTS and DET when significant changes (e.g., hardware or software upgrades) are required to satisfy an SLA; evaluate emerging technologies and best practices, and manage projects to R&D and prototype GIS server infrastructure improvements; coordinate with Oracle database administrators (DBAs) to ensure effective integration of GIS web services and ArcSDE/Oracle GIS database platform infrastructures and content to provide internal and external customers with reliable and secure access to DNR GIS data; utilize a variety of programming language technologies to develop robust and versatile tools to automate and standardize routine operational maintenance tasks, streamline monitoring, testing, and trouble-shooting, etc.; provide consulting support to management, other BTS and DET IT staff, and program customers; Develop and establish policies, procedures, plans, and standards related to GIS server infrastructure; provide backup support for GIS Web Mapping Application Development and Hosting services; and represent the agency in any related enterprise-wide initiatives or advisory groups related to GIS server architecture or infrastructure issues.

Job Knowledge, Skills and Abilities:
- Knowledge of Environmental Systems Research Institute (ESRI) GIS server architecture, software, license manager, web services, web mapping
- applications/viewers, and geodatabase management, as well as related
- web-tier, database, security, and other server-based infrastructure
- components and processes
- Knowledge of ESRI ArcGIS Desktop software and administration tools
- Knowledge of .NET, HTML5, XML, and JavaScript web languages.
- Knowledge of SQL
- Knowledge of Oracle databases
- Ability to lead inter-disciplinary technical teams effectively to develop and implement plans to enhance, replace, upgrade, & re-architect GIS server infrastructure
- Skill in interpersonal relations, especially related to working on inter-disciplinary teams
- Oral and written communication skills
- Ability to relay highly technical information effectively to a range of audiences (e.g., managers, other IT staff, program customers, etc.) Ability to maintain Trusted Use Agreement status
