Job Description
Employee is responsible for application of precise technical engineering skills to support and complete Engineering Department projects. Assignments may include surveying for design and layout of public works projects; traffic studies; construction inspection of public works projects; drafting of engineering drawings, maps, and surveys; and preparation of maps for utilities and other municipal features and facilities. The employee may function as Survey Crew Chief/Member, CAD/GIS Technician or Project Representative for public works projects.
Essential Duties and Responsibilities
- Serve as a Survey Crew Chief for a survey crew engaged in: setting sidewalk, building, and lawn grades; design mapping and stake out of project sites for a variety of public works projects; property surveys; establishing right?of?way locations; setting of traffic counters and performing other surveys related to traffic studies.
- Operate a variety of survey equipment such as an engineering level, digital level, total station, data collector and Global Positioning System in performing location, topographic and related engineering and surveying work; keep field notes; make computations to calculate lines, grades, and elevations.
- Preparation of maps, engineering drawings, and plan sets for public works construction projects incorporating plan and profiles, cross sections, and standard details using AutoCAD Civil 3D computer aided drafting and automated civil design software. Assist with project specifications and calculations of quantities, cost estimates and assessments.
- Perform a variety of drafting and mapping operations including preparation of Survey maps, annexation maps, and other mapping related to municipal facilities and projects using computer aided drafting and automated civil design software.
- Assist GIS Analyst in preparation of municipal facilities mapping, and mapping of other land based features using ESRI ArcGIS software.
- Download traffic survey data from traffic counters and prepare reports for use by other Engineering staff.
- Serve as a Project Representative performing layout and inspection of public works construction projects including Street Improvement, Curb and Gutter, Sewer and Water, and Sidewalk construction. Insure conformance with project plans and specifications, and OSHA, MUTCD, and DNR standards; record notes and observations; record locations for future reference; coordinate work of contractors; maintain contact with residents; coordinate testing; negotiate and approve change orders and pay requests.

- May provide training to other employees in the operation of equipment and software.
Education and Experience Requirements
Requires an Associate’s degree in Civil Engineering or other closely related field and one to three years’ experience, or equivalent combination of degree and related experience in professional engineering, drafting, and inspection, mapping, and surveying which provides the knowledge, skills and abilities to perform the job. Testing may be requested to verify required skills. Valid Wisconsin driver’s license required.
Knowledge, Skills and Abilities
Experience or training in Autodesk Civil 3D software, ESRI ArcGIS software, Trimble Survey Controller field collection software, GPS and conventional surveying equipment and methods, including total stations and automatic and digital levels. Basic Level – MS Word, Excel and PowerPoint .
- Ability to analyze data and information using established criteria, in order to determine consequences and to identify and select alternatives. Ability to compare, count, differentiates, measure and/or sort, as well as assemble, copy, record and transcribe data and information. Ability to classify, computes, tabulates, and categorizes data.
- Ability to persuade, convinces, and/or trains others, including the ability to act in a lead worker capacity. Ability to advise and interpret how to apply policies, procedures and standards to specific situations.
- Ability to utilize a variety of advisory data and information such as building systems permits, excavation permits, building plans and blueprints, inspection reports, building systems codes, ordinances, maps, directories, assessor files, procedures, guidelines and non-routine correspondence.
- Ability to communicate effectively with Inspection Department personnel, zoning officer, engineers, attorneys, Community Development personnel, utility personnel, City Clerk and Treasurer.
- Ability to calculate percentages, fractions, decimals, volumes, ratios, present values, and spatial relationships. Ability to interpret basic descriptive statistical reports.
- Ability to use functional reasoning in performing influence functions such as supervising, managing, leading, teaching, directing and controlling.
- Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory and/or judgmental criteria.
- Ability to operate, maneuver and/or steer equipment and machinery requiring simple but continuous adjustments, such as motor vehicle, measuring devices, computer terminal and calculator.
- Ability to coordinate eyes, hands, feet and limbs in performing slightly-skilled movements.
- Ability to exert moderate physical effort in sedentary to light work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, lifting, carrying, pushing, and pulling.
- Ability to recognize and identify degrees of similarities or differences between characteristics of colors, forms, sounds, odors and textures associated with job-related objects, materials and tasks.
Physical and Working Environment
Moderate exposure to environmental conditions that impact physical comfort such as poor ventilation and temperature extremes. May require specialized clothing or use of common personal protective equipment. Damage to clothing possible. Frequent travel.
Normal mental and visual attention is required. Light physical demands to include bending, twisting, turning, and light lifting. Limited exposure to workplace hazards.
