The GIS Administrator develops and maintains the operating environment of the Geographic Information Systems databases and the ESRI (Environmental Systems Research Institute, Inc.) GIS mapping software and SQL server. Develops methodology, structure and formats for use in GIS programming, databases and related software throughout the Village. Analyzes, acquires, creates and maintains spatial and tabular GIS data and appropriate metadata to meet the needs of internal and external clients. Responsible for performing analytical, technical and administrative work in planning, design, and maintenance of the Village’s GIS system. Installs and maintains new and/or existing hardware/software for the GIS, while insuring compliance with the established Village hardware and software standards and compliance with licensing contracts.
REQUIRED COMPETENCIES

- Thorough working knowledge of GIS application development and programming, ESRI software applications and proficient in ArcGIS ArcInfo level GIS software package.
- Thorough working knowledge of GIS analysis, scripting, data acquisition, and data conversion.
- Thorough working knowledge of GIS conceptualization, design, composition and production of complex cartographic and other spatial data displays.
- Thorough working knowledge of current GIS technologies and expert technical skill in application of current GIS technologies to resolve GIS systemic problems and meet client needs.
- Thorough working knowledge of the principles and practices of database design, development and administration.
- Ability to interact positively and objectively with department directors, elected officials, coworkers, end-users,
- user committees, vendors, consultants, and internal and external clients from a wide range of cultural and socio-economic backgrounds and with varying levels of technical knowledge and skills.
- Thorough working of research methods and techniques related to collecting, analyzing, and evaluating geographic/land use related data.
- Good working knowledge of principles and practices of computer assisted drafting (CAD).
- Good written, oral, and interpersonal communication skills.
- Ability to prioritize the workload and maintain project schedules.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
- Serves as system administrator for the enterprise GIS server, activating new users, setting access privileges, and identifying potential network conflicts. Serves as administrator for the enterprise GIS database, developing and managing Village wide spatial database directory structure and configuration, assigning storage space, assigning access, and monitoring capacity and operation. Manages content and integration process for the GIS system. Administers and ensures compliance with standards.
- Maintains and creates GIS layers by updating both the geographic features and associated databases using installed ESRI software products, as well as AutoCad software and data. Insures compliance with the established Village and industry standards and software copyright laws. Gathers records, inputs data, and manipulates information to create maps, and to provide spatial information and/or reports as requested by operating departments. Configures, monitors and optimizes spatial database integration processes, versioning, data backup/security and archiving.
- Performs maintenance of GIS hardware and software products. Installs updates to GIS software. Maintains a record of work progress and regularly reports status of all projects assigned.
- Reviews information from professional publications and publications learned at seminars concerning changes in user and system software, hardware requirements and trends in computer industry. Recommends improvements in GIS software, systems and/or procedures.
- Conducts formal GIS training sessions for Village employees.
