Job Description:
The City of Madison Planning Division is seeking a versatile Land Planning and Mapping Specialist who is adept at both the conceptual master planning and detailed site planning aspects of comprehensive land planning. This position also provides opportunities to design, build, maintain, and utilize Geographic Information Systems (GIS) and databases to support the planning efforts of the Department. The successful candidate will play a critical support role within the Department of Planning & Community & Economic Development by participating in planning activities related to implementation of the Comprehensive Plan and special area plans for districts, neighborhoods, corridors, and station areas.
- Provide professional support for the preparation and maintenance of the Comprehensive Plan, neighborhood development plans, and special area plans.
- Collect and compile background information and data from existing plans and studies, City, County, State and Federal databases, maps, field work and other sources, and prepare it for analyses and presentation.
- Meet with relevant City agencies, community and neighborhood organizations, property and business owners, and the general public, both individually and in groups, to provide information, discuss issues, identify opportunities and problems, and develop recommendations for inclusion in City plans.
- Participate in the physical design of future neighborhoods and redevelopment areas including preparation of land use and transportation plan maps and related graphics and illustrations.
- Prepare or assist in the preparation of planning studies, analyses, discussion papers, presentation displays or other materials necessary to the planning process.
- Participate in drafting and editing the Comprehensive Plan, neighborhood development and special area plans, Central Urban Service Area amendment applications, and other planning documents.
- Conduct and participate in ad hoc research studies, and prepare information summaries, policy analyses, and reports on planning issues at the request of the Mayor, Common Council, City boards, commissions and committees, or Department of Planning and Community and Economic Development supervisors, as assigned.
- Maintain databases related to assigned areas of responsibility. Participate in the development of Department, Division or Section databases as required. Includes website maintenance activities.
- Assist in providing direction and leadership to Planning Technicians, interns, and hourly employees in carrying out assigned projects.
- Participate in other Comprehensive Planning and Regional Cooperation Section activities, including preliminary staff evaluations of development proposals, and internal organization and process improvement activities.
Qualifications:
Knowledge, Skills and Abilities
- Working knowledge and understanding of applicable land use and community planning theory, principles and practices. Knowledge of land records, natural features (topography, water resources), municipal utility systems (water, stormwater, sanitary sewer), and similar development related resources.
- Knowledge of ESRI software products (including: feature class creation, manipulation and analysis, geodatabase creation and setup with domains and subtypes, experience creating and editing attribute tables and metadata).
- Knowledge of ArcSDE/SQL server database management and writing scripts with python is desired, but not required.
- Planning graphic skills, including mapping and rendering/visualization.
- Ability to develop land use plans including recommended land uses, street alignments/block configurations, pedestrian/bicycle facilities, municipal utility services.
- Ability to develop site designs in both greenfield and redevelopment settings including: appropriate lot configurations, building placement, parking placement, and development potential.
- Ability to perform advanced technical skills in GIS and concept modeling tools like AutoCAD, Sketchup, and AdobeSuite.
- Ability to work productively in a group setting and to develop and maintain good communications and effective working relationships.
- Ability to handle multiple projects and deadlines.
- Ability to maintain adequate attendance.
Training and Experience
Three years of responsible professional experience involving the development and/or application of a related computerized mapping and geographic information system, including or supplemented by involvement in urban/community planning activities and/or research. Such experience would normally be gained after completion of a bachelor’s degree in computer science, planning, engineering, geography or a closely related field. Possession of a master’s degree in GIS may be substituted for two years of professional experience. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered.
