The City of Eau Claire is seeking qualified candidates for the position of Engineering Technician I in the Department of Public Works. This position performs services in the office and field requiring specialized technical abilities in the preparation and design of plans, surveying, and inspection of various municipal construction projects.  Performs mathematical computations through trigonometry and analytic geometry, and must be computer literate in the use of a personal computer for computer aided design (CAD), geographic information system (GIS), asset management software, spreadsheets, and word processing. Must have a minimum of an Associate Degree in Civil Technology or a related technical field, or experience as a Civil Engineering Technician. Previous experience in municipal infrastructure design, inspection or construction is desirable.

Job Description

Under general supervision, the incumbent performs services in the office and in the field requiring specialized technical abilities in the preparation and design of plans, surveying, and inspection of various municipal construction projects.  Performs mathematical computations through trigonometry and analytic geometry and must be computer literate in the use of a personal computer for computer aided design (CAD), geographic information system (GIS), asset management software, spreadsheets, and word processing.   This position requires an associate degree in Civil Technology or a related field, or experience as a Civil Engineering Technician.

Position Scope
 
The Engineering Division of the Public Works Department is responsible for the design, survey, construction and inspection of municipal facilities, municipal planning, preparation of special assessments, maintaining official engineering records and maps, flood control measures, maintenance of sidewalks, curb and gutters, and provides general engineering consulting services.
 
The incumbent, utilizing a specialized technical knowledge, must be able to read and interpret construction plans and specifications, perform drafting and design assignments using Computer Aided Design (CAD) and the Geographic Information System. Assists in the operation and maintenance of the asset management software program. Perform technical mathematical computations related to survey and design problems, horizontal and vertical curve calculations, earth work quantity calculations, material testing, establishing proposed curb and gutter grades, design layout of underground municipal utilities, and preparation of plans and bidding documents.  The incumbent must have knowledge of surveying methods and procedures, basic engineering design, inspection methods, and understand the functions of other design, surveying, and inspection staff.  The incumbent must maintain a good working relationship with numerous contractors, engineers, surveyors, and the public.  The incumbent must be able to work with minimum supervision. He/she is responsible for performing duties assigned to him/her and employing checks to maintain a high degree of accuracy.

Job Duties

  • Prepares engineering construction plans and drawings with Computer Aided Design and Drafting (CADD) software, assists in maintaining the Geographic Information System (GIS) for use by the Engineering Division, assists in the operation and maintenance of the asset management program with other departments, and various governmental agencies.  Maintains record information and office files as directed.
  • Performs checks on own work to eliminate the possibility of errors and makes observations that detect potential construction problems and relates those problems to the Project Engineer or Survey Supervisor for remedial actions.
  • Performs mathematical computations in solving problems relating to area, volume, grades, horizontal and vertical curves and other trigonometric problems in the design, layout, staking, and inspection of various engineering projects.
  • Performs specialized technical work on a survey crew.  Operates surveying instruments including tapes, electronic survey equipment, GPS, levels, and data-collection equipment.  Performs technical survey duties (calculates horizontal and vertical curves, sets bench marks, reads elevations, etc.).
  • Sets grades for construction activities (buildings, sidewalks, driveways, lawns, curb and gutter, sanitary sewer, storm sewer, water, street grading, and other municipal construction activities).
  • Interprets plans and specifications and performs quality assurance inspection and documentation for water mains, sewers, soils, pavements, and concrete construction.  Supplies information for partial and final pay estimates of construction projects.

Education and Experience

Associate Degree in Civil Technology, or Associate Degree in GIS, or experience as a Civil Engineering Technician.
