Responsibilities:
The purpose of this position is to ensure the data integrity of all physical distribution utility assets. This includes management and utilization of the processes and applications required to document, update, and analyze data within the Geographic Information System (GIS) for Nicor Gas an AGL Resources company. The physical assets in scope comprise of over 33K miles of natural gas main and the land records associated with them, serving over 2 million customers in Illinois, and utilizing GIS and other asset and records management systems. The incumbent will manage the various asset data creation, maintenance, and support initiatives required for delivering quality, accurate, and operational asset data to the company. The incumbent manages a multi-disciplinary team of records management and GIS professionals primarily tasked with the maintenance of GIS and other asset and records management systems.
Functional Expertise:
- Plans, resources, and implements GIS, asset data and land records processes, projects, and activities
- Provides specialized technical guidance, training, support and project coordination to department and company personnel.
- Manages the efforts to convert existing land records from multiple jurisdictions into enterprise standard system
- Develops GIS tools, models and processes to meet business requirements
- Develops use cases and process work flows for application development
- Provides support for compliance programs as required
- Provides subject matter expertise on Nicor geospatial issues (GIS and other technology strategy, process improvements, etc.)
- Manages staff selection, development, and retention. Establishes and monitors performance goals and objectives.
Business Acumen:
- Performs project management for GIS, asset data, and land records projects by defining the issue, requirements, potential solutions, implementing pilot scenarios
- Develops GIS strategy for to ensure that Nicor is aligned with tools, processes, and applications
- Directs the development of technology projects related to asset data from inception to completion ensuring that results for budget, timeline and project delivery are met
- Educates key stakeholders on solutions to operational issues that can be supported by utilizing information from GIS and asset data
- Prepares and administers budget according to plan. Monitors budget variances. Provides explanations on variances and takes appropriate action.
- Develops business cases for GIS/IT projects to meet company expectations
- Demonstrates effective oral and written communication, and be successful at communicating complex technical issues in an easily understandable and actionable way. Must also be proficient at communicating throughout the company.

- Provides leadership, vision, and direction for centralized team to ensure continued team cohesion and results-focus
- Builds and maintains cohesive working relationships with internal and external consumers of GIS and asset data to ensure constant alignment of goals

Driving Results:
- Delivers on plan, design and implementation of asset integration/migration projects per defined objectives
- Develops SLAs, metrics, project budget, deliverables and implementation schedules with key stakeholders across multiple business units and jurisdictions
- Delivers on data conversion, data integration, and data integrity projects to achieve desired results within budget and schedule
- Delivers on GIS, land records, and other asset data SLAs, metrics, project budget, deliverables, and implementation schedules across the company
- Delivers on optimizing processes, systems, and practices using effective change management methodology
Qualifications:
Education, Certifications/Licenses:
Required:
- Bachelor’s degree in geography, engineering, computer science, or related technical field
- Valid Drivers License
Preferred:
- Professional Engineering License (PE) or GIS Professional Certification (GISP)
- Project Management Certification (PM)
- Process Efficiency Certification (e.g. Six Sigma and/or Lean)
- Masters Degree – Technical or Business
Related Work Experience:
Required:
- 5+ years experience in utilizing/managing asset data and systems including GIS within a gas utility, pipeline transmission, or other energy related field
- 2+ years of supervisory/management experience leading GIS, asset data, or analytical departments or project teams
Preferred:
- Experience supporting the development of IT systems and applications related to asset data, asset performance, compliance assurance, operational efficiency and/or risk modeling
- PHMSA regulation knowledge and experience including 49 CFR Part 192/193/195
- Experience leading large data conversion and migration projects utilizing industry-standard GIS within a utility
