Job Duties:
The GIS Developer is employed within the Division of Forestry. The GIS Developer primarily develops and maintains geo-spatial applications, possibly involving integration with other applications. This position also provides systems analysis for projects ranging in size and structure.
This position requires a strong knowledge base and experience in GIS development with the aptitude and desire for creating solutions; consulting with technical staff in other divisions and internal customers; negotiating solutions; mentoring other developers; and working on development teams to integrate complex IT solutions in a desktop, mobile and/or web environments. The customer base includes 450-500 division staff within three central office bureaus and four districts, as well as colleagues throughout DNR and external key partner groups.

Knowledge, Skills and Abilities:
- Knowledge and skill related to system design, application coding and troubleshooting for basic and complex applications;
- Knowledge and skill related to integrating web technologies and mapping applications;
- Knowledge and skill related to GIS and/or web technology, including:
- database software and scripting languages, such as Oracle, Structured Query Language (SQL) and Toad
- programming languages, such as .NET, JavaScript, HTML/CSS, HTML5, PL/SQL, JQuery, and/or Python;
- JavaScript libraries;
- web technologies for serving software;
- user interfaces for applications;
- Microsoft Office products, including MS Word, Excel, Access, and Visio; and/or
- Esri’s ArcGIS, JavaScript API, geo-databases, spatial analyst tools, and spatial statistic operations
- Knowledge and skill needed to develop relational databases with spatial components;
- Ability to create and maintain databases, including Oracle and MS Access
- Skill in analyzing new and upgraded IT architecture
- Skill using security best practices with server technologies;
- Skill in assessing the impacts on business systems and developing alternative actions to resolve issues
- Skill in preparing information for management and management teams
- Ability to work with internal partners, such as business experts, business analyst and IT/GIS professionals
- Ability to provide on-going technical perspective on a project team
- Ability to communicate effectively both orally and in writing
- Ability to work independently while exercising sound judgement
