Job Function
Assists Land Information Officer/Property Lister. Acts in the absence of the LIO/Property Lister. Responsible for payroll and fringe benefit maintenance.
Job Duties
Assists Land Information Officer/Real Property Lister:
1. Assist with maintaining geographic data using ArcGIS and related products.
2. Interpretation of deeds, surveys, parcel maps, orthophotography, etc.
3. Distribution of maps and data both in digital and hard copy formats.
4. Assists in creating and maintaining property ownership records consistent with Chapter 70.09 of the
Wisconsin Statutes.
5. Assists in distributing property information for use by assessors, clerks, treasurers and others.
6. Calculate, verify and print Tax Bills.
7. Print assessment rolls, change values and print notices for the assessors.
8. Provides administrative support and performs miscellaneous tasks, including maintaining the land sales
book and verifying new land transfers.
9. Other duties as assigned.
Payroll Coordination:
1. Receives, verifies and processes record of employee time and final review for accuracy of payroll.
Prepares information for payroll processing, maintaining employee records.
2. Enrolls employees in benefits, maintains and reconciles all accounts.
3. Maintains confidentiality, provides special report requests.
Education, Training and Experience
- GIS Certificate or equivalent education. Associates degree in related field.
- One to three years of experience, including ArcGIS 10.3.1, legal descriptions, surveys, etc.
- Experience in payroll preferred. Experience with ADP payroll processing helpful.
Knowledge, Ability and Skills
- Excellent data entry skills. Knowledge of ArcGIS, plotters, Windows, GIS related programs.
- Knowledge of land descriptions, tax parcel mapping and office procedures.
- Knowledge of payroll processes, benefits.
- Excellent communication skills to serve and assist the public and public employees, abstractors, attorneys, assessors, surveyors, and government officials.
- Ability to read and understand legal descriptions, property records, legal documents, tax information records, maps, etc.
- Ability to use personal computer for data entry, word processing, and spreadsheets, calculator, copy machine, fax machine, telephone, and similar office equipment.
- Mathematical abilities including percentages, fractions and decimals.
- Ability to follow oral and written instructions.
- Ability to establish and maintain effective working relationships with government officials and staff, supervisors, subordinates, and the general public.
- Ability to maintain confidentiality.
- Meticulous to detail and procedure for maintaining geographic data, payroll and benefit enrollment.
Responsibility and Authority
- There are no supervisory duties associated with this position.
- Responsible for regular attendance.
- Responsible to accept responsibility and exercise independent judgment.
- Promote, get along, and work in a harmonious relationship with others including but not limited to outside agencies and other County Departments.
- Able to perform duties, follow policy and procedures independent of direct supervision.
