Summary of Position

The SPM is responsible for the program health and performance during all phases of the programs lifecycle. The SPM plays a key driving role in all elements of the programs. This includes but is not limited to contracts, proposals, timeline, budgets, execution and closeout. The SPM works directly with clients and other Continental staff to ensure program success.

The SPM provides leadership, direction, and oversight to ongoing programs.  This role is responsible for full program lifecycle management including proposal writing, contract review, program scheduling, program deliverables, production and QC, program budgeting and controlling all aspects of programs in accordance with contract documents and Continental procedures and policies.

Essential Functions and Responsibilities

  • Clearance – TS/SCI- REQUIRED
  • Ensure that financial and schedule requirements are met
  • Maintain client relationships with full communication authority.
  • Review and approve program plan including schedule, budgets, WBS procedures and staffing requirements
  • Perform contract risk review on all contracts, task orders and contract modifications
  • Schedule and lead program kick-off meetings.
  • Responsible for program financial performance. Track and report progress of every program on a weekly basis at meetings.
  • Responsible for technical question resolution. Schedule and host Technical Exchange Meetings (TEMs) with customers. 
  • Maintain weekly revenue coordination with production to ensure monthly revenue milestones are met.
  • Coordinate with production on weekly basis to ensure resource planning and staffing for each phase of program is up-to-date. Arrange for recruitment or assignment of program personnel as needed.
  • Develop milestone payment schedule with customers. Ensure all invoice requests to finance are completed promptly and accurately.
  • Approve quality control/ quality assurance plans prior to execution with Quality Office (QO). Monitor adherence to Quality standards. Schedule and host bi-weekly QO check-ins.
  • Coordinating with business development, ensure all program related CRM entries, including opportunities are up to date weekly.
  • Prepare and submit program reports for management, client, or others.
  • Prepare, schedule and host program closeout meetings.

Non-essential Functions & Responsibilities

  • Coordinate program activities with activities of government regulatory or other governmental agencies.
  • Review contractual and regulatory requirements of contracts, ensuring compliance
  • Provide leadership and guidance to PMO team members

  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
Experience and Education 
  • Experience working with NGA foundation data
  • Experience working with open source data
  • Education, training and experience equivalent to a bachelor’s degree in program management, geospatial area of study or similar field with 10+ years of directly related experience or an associate’s degree 13+ years of directly related experience or a combination of education and experience equivalent to this. Master’s degree preferred
  • Experience in leading teams or in a supervisory capacity.
  • Significant geospatial program management experience through a program lifecycle
  • ASPRS CP or CMS certification or PLS preferred.
  • PMP preferred

Nature of the work experience required:

  • Experience in the development of Geospatial SOW’s
  • Knowledge of production methodologies and work flows
  • Basic knowledge on contracting and subcontracting
  • The SPM must have experience engaging and motivating staff at various levels and communicate up to senior staff members.

Field of study, if any, required (e.g., Accounting):

  • Program Management
  • Photogrammetry, Surveying, GIS, Geography, Any Geospatial Science

Licenses or certifications, if any, required to qualify for this job:

  •  PMP, CP, CMS, PLS or similar

Additional knowledge, skills, or abilities required in order to perform the duties of this job (e.g., tools, equipment, hardware, software):

  • Knowledge of Microsoft Office suite and Microsoft Program or equivalent
  • Understanding of scheduling, risk assessment, and program controls
