Under the direction of the County Surveyor, the County Surveyor Technician will assist in all aspects of surveying to reestablish and maintain survey monuments. The employee will also assist with scanning and maintenance of survey records within the department.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assists in performing County Surveyor duties as defined by State Statutes 59.45
  • Assists the County Surveyor in researching records and establishing, protecting, perpetuating and maintaining the monuments at the Section and Quarter Section corners of the Public Lands Survey System (PLSS)
  • Assists with the establishment of witness monuments for corners that have been set and retains the information that is pertinent in the County Surveyor’s office
  • Assists the Surveyor with records and drawings of established corners, describing the manner in which they were determined
  • Assists the County Surveyor to protect, perpetuate and maintain other survey monumentation
  • Assists the County Surveyor in performing various surveys of County owned lands
  • Assists with the scanning, indexing, filing and preserving of survey records
  • Performs advanced calculations for all aspects of the work including closing and adjusting traverses and calculating complex GPS positioning information and data transfer
  • Keeps well organized notes and records. Drafts Survey Maps and monument record tie sheets
  • Operates highly technical survey equipment such as total stations, computers, RTK GPS receivers, etc.
  • Provides access to Surveyor files regarding land surveys, supplies and copies of requested documents
  • Other duties as assigned by the County Surveyor

SUPERVISORY RESPONSIBILITIES

  • Indirectly supervises assigned personnel when needed

EDUCATION AND EXPERIENCE REQUIREMENTS

  • High School Diploma or equivalent with 4 years’ experience in Land Surveying or Associates degree with specific coursework in Land Surveying
  • Experience using CAD (Computer Aided Drafting) and least squares adjustment computer programs preferred
  • Experience with Microsoft Office Suite and Internet Explorer

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED TO PERFORM JOB

  • Knowledge of Department of the Interior, Bureau of Land Management’s Manual of Surveying Instructions
  • Knowledge of Chapter 18 of the Jackson County Platting and Subdivision Ordinance
  • Knowledge of legal descriptions and the establishment of boundaries
  • Knowledge with principles and practices of surveying and civil engineering
  • Knowledge of Wisconsin laws, codes and provisions that relate to the practice of land surveying
  • Knowledge of zoning law and ordinance regulations
  • Knowledge of floodplain, shore land and wetland zoning regulations
  • Knowledge of general principles of the GIS and land information system
  • Knowledge in Global Positions System (GPS) technology
  • Knowledge and ability to use a computer and other office equipment such as a copy machine, printer, plotter and a scanner
  • Knowledge of the use of land surveying field equipment
  • Knowledge of land surveying mathematics
  • Knowledge of route surveying, surveying of boundaries, and topographic surveys
  • Knowledge and skills with chainsaw or other equipment that may be required while working in the field
  • Ability to operate highly technical survey equipment such as total stations and RTK GPS receivers
  • Ability to compute and draw maps using CAD (Computer Aided Drafting) computer programs
  • Ability to carry and use equipment such as a total station, tripods, prisms, prism pole, data collector, GPS equipment, level rod, tape and brush cutting equipment
  • Ability to monitor quality and accuracy of data
  • Ability and willingness to work under conditions which require exposure to environmental factors such as temperature variations and extremes, wetness, insects, dust, odors, noise, machinery and traffic hazards
  • Ability to create accurate and well-written records that will be suitable for official reports and evidence in court actions, if necessary
  • Ability to read and interpret documents, and laws in the English language
  • Ability to listen to and understand information and ideas in spoken and written format so individuals may effectively understand and convey communications
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals.
  • Ability to compute rate, ratio and percent. Understanding of statistics; thorough knowledge of geometry and algebra
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form
  • Inductive and deductive reasoning – ability to combine separate pieces of information, or specific answers to problems, to form general rules or conclusions; includes coming up with a logical explanation for why a series of seemingly unrelated events occur together and deciding if an answer makes sense

CERTIFICATES, LICENSES, REGISTRATIONS

  • Possess and maintain valid Wisconsin Driver’s license
  • Registration as a Professional Land Surveyor in the State of Wisconsin or in the process of obtaining registration

WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The employee is regularly exposed to wet or dry conditions, outside weather conditions, variations from extreme cold to extreme heat. The employee is occasionally exposed to sun, rain, pollens, allergens and insects. The employee is frequently exposed to moving parts, high precarious places, fumes or airborne particles, risk of electrical shock, occasional exposure to toxic or caustic chemicals, and vibration and any other type of environment normal for the course of this job.
