POSITION SUMMARY
The GIS Technician assists in maintaining and formatting GIS data used and developed by Jackson County. Most duties assigned are routine, involving editing spatial datasets, data capture and processing, quality assurance, and generation of maps.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Assist the GIS Specialist with maintenance and development of various GIS datasets and metadata ; involving editing, updating, and maintaining data into specific formats and schemas
- Assist the E911 Coordinator with physical address data and related mapping projects
- Capture data from various sources and incorporate into GIS geodatabase through use of digitization, coordinate geometry, aerial photos, LiDAR data, GPS, and scanned documents
- Monitor quality and accuracy of data, manage project time lines, work in precise and efficient manner, and pay close attention to detail
- Assist Real Property Lister with researching and resolving issues with problem and unidentified tax parcels
- Assist county departments with technical support and troubleshooting GIS issues
- Attends conferences, seminars, and educational training as required by the supervisor
OTHER DUTIES
- Assist with GIS projects as assigned
EDUCATION AND EXPERIENCE REQUIREMENTS
- Minimum of associate’s degree in Geography, Cartography, or related field (with emphasis in GIS)
- Two years of GIS/automated mapping experience, or any combination of education and experience that provides the equivalent knowledge, skills, and experience.
- Experience with ESRI’s ArcGIS Desktop
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED TO PERFORM JOB
- Knowledge of the following: drafting mathematics and mechanics, land records, metadata standards as it pertains to GIS mapping, public land survey system, legal description interpretation and methods used to transfer real estate, and exchange of land information between various levels of government as well as exchange within county government
- Knowledge and experience with ESRI ArcGIS software
- Geodatabase structure and management experience
- Ability to work with limited supervision and make independent decisions regarding GIS activities
- Ability to train others in use of ESRI software
- Ability to work in a courteous manner and communicate effectively (orally, in writing, and electronically) with the public, outside agencies, and internal staff.
- Knowledge and experience with personal computers and related hardware such as storage, archiving, data output, printing, file transfer and maintenance
- Knowledge and experience with Windows computer operating system as well as Microsoft Office Suite
- Basic knowledge of the principals of photogrammetry
- Ability to read, analyze, and interpret the English language.
- Ability to listen to and understand information and ideas in spoken and written format so individuals may effectively understand and convey communications
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals
- Ability to compute rate, ratio, and percent
- Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form
- Inductive and deductive reasoning – ability to combine separate pieces of information, or specific answers to problems, to form general rules or conclusions; includes coming up with a logical explanation for why a series of seemingly unrelated events occur together and deciding if an answer makes sense
CERTIFICATES, LICENSES, REGISTRATIONS
- Possess and maintain valid Wisconsin Driver’s License and have access to reliable transportation suitable to complete necessary work out of the office
