Job Description:
The Geographic Information Systems (GIS) Analyst is responsible for designing, developing and customizing GIS applications, web based user applications and GIS servers to support the business needs of the organization. Position performs a variety of highly complex professional, technical and analytical duties in the operation of GIS. Work involves data maintenance and conversion, complex GIS analysis, GIS application development, GIS server/database administration and project management.
Duties & Responsibilities:
- Implements, maintains, upgrades, and modifies user software and provides application support
- Designs and directs implementation of enhancements and revised functions
- Develops complex solutions for integrated systems; tests systems and confers with users to assure satisfaction
- Diagnoses the nature and sources of problems involving GIS technology and facilitates resolution based on the diagnosis
- Assists in the development and delivery of user training on new GIS systems or GIS system upgrade changes
- Responsible for GIS Server administration, including GIS and Database Management System (DBMS) maintenance, granting and removing user permissions, authorizing and configuring countywide software licensing and implementation of appropriate backup procedures
- Conducts systems analyses, defines, manages and coordinates GIS projects throughout the County
- Provides technical expertise and consultation for departments regarding their use of GIS technology and applications; assists departments in planning future technology acquisitions and budgets accordingly; analyzes current data handling systems and procedures to evaluate their effectiveness
- Prepares and presents system design proposals to users and staff
- Works with vendors to negotiate acceptable contract terms, scope of work and implementation timeline; coordinates activities of staff, vendors and contractors to keep projects on time and on budget
- Analyzes and implements vendor software products and develops new systems to improve production and/or workflow
- Assists with establishing priorities and resources for new systems and/or systems modifications requests
- Ensures proper integration with new or existing applications; coordinates work necessary to meet requirements
- Utilizes project management methodology to monitor and perform application development and project implementation; estimates feasibility, time, and cost of proposed projects; prepares project status reports
- Assists user departments in development/modification of procedures relative to changes in applications
- Develops, programs, maintains, and/or modifies new and existing applications
- Interprets concerns, defines desired results, creates solutions, and recommends direction of new GIS strategies
- Develops applications and/or change requests from system studies and user reviews
- Develops reports and/or data exports to meet end user requirements
- Develops program logic or analyzes logical impact of program change within the program and with other parts of the system
- Codes program instructions; debugs and tests programs and their interaction with other applications and with affected networks
- Tests program control of and interaction with workstations, printers, servers, and other system components
- Plans and prepares technical reports, memoranda, and related documents regarding all areas of activity as required
- Develops and updates operational manuals and instructions
- Receives cross-training from and provides guidance and technical leadership to other Information Systems staff
- Provides help desk support to assist with especially complex and difficult help desk issues
- Maintains skills and awareness of state-of-the-art development tools, programming techniques, problem solving techniques, development and project management methodologies, and information technology equipment
- Performs other related duties as assigned or required
Required Qualifications:
- Associate’s Degree in GIS, Computer Science, Information Systems, or a closely related field
- Five (5) years of related experience performing a broad range of GIS systems analysis, project management, and application development and/or implementation.
- Three (3) years of previous experience with ESRI ArcGIS Software and ArcGIS Server Administration
- Experience with database management systems
- Willingness and ability to work non-standard hours when needed
