Position Purpose
The position of Property Lister performs duties under WI Stat 70.09, serves as the liaison between the county, WI Department of Revenue and the taxation districts for assessment and taxation purposes; provides technical mapping services, property transfer and ownership information, supervises staff and serves on the Land Information Council to collaborate with other County departments in the modernization of Outagamie County land information.
Key Responsibilities
The following duties are most critical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Primary contact and liaison for real property listing functions and processes under WI Stat 70.09.
- Train and assist municipal assessors, clerks and treasurers with the electronic exchange and verification of assessments, special assessment, tax rates and tax bills.
- As part of the enterprise Geographic Information System (GIS), Maps, maintains, corrects and improves Outagamie County’s cadastre and related datasets using GIS software and technology.
- Provides end user support and training for parcel mapping related functions.
- Produces preliminary maps for review and approval by Land Information related departments, and prepares final map as recorded. Reviews existing and incoming data for quality and documentation; performs quality control checks to assure integrity of cadastral data.
- Interprets orthophotography, subdivision plats, land records, reviews and performs COGO (Coordinate Geometry) calculations; analyzes survey data, source maps, and other records.
- Assist the County Treasurer with In-Rem, receipting of taxes and customers
- In coordination with the Treasurer preparation of annual tax bills.
Education/Certifications/Experience Requirements
- Bachelor’s degree in public administration, geography or real estate economics with 3-5 years’ experience in assessing, GIS, County or State government or any combination of education and experience that provides equivalent knowledge, skills and abilities
Required or Preferred Skills
- Knowledge of departmental operations, pertinent laws, 70.09 of Wis. Statues, codes, regulations and terminology
- Experience with ESRI GIS software
- Proficient with Microsoft Office products
- Ability to understand and write complex legal descriptions for property
- Familiar with real estate terms and documents including plat books, transfer returns and certified survey maps
- Ability to work in detail with a high degree of accuracy and to solve operational problems
- Ability to determine priorities, plan and organize work schedule to meet mandated deadlines
- Ability to calculate acreage and other complex math skills, such as discounts, interest, percentages, proportions, area, circumference and geometry
- Ability to research deeds and other documents in the Register of Deeds office
- Ability to establish and maintain effective working relationships with municipal agency employees, co-workers and the general public.
