Job Purpose:

Under general supervision of the Manager of Planning Services, this position is responsible for a variety of technical and skilled tasks involved in the operation and maintenance of the City of Janesville’s Geographical Information System (GIS). Work includes research, input and collection of related data as needed by various City departments, producing maps and analyses, interpreting GIS and other data for incorporation into documents and reports, assisting and training end users with the use of the City’s GIS systems, and providing general assistance to other staff members and the general public.

Duties & Responsibilities:

  1. Maintains and assists in the development of a City-wide Geographic Information System.
  2. Maintains City GIS layers primarily cadastral and utility, datasets, and specialty maps using ESRI’s mapping software, or other software provided by the City of Janesville.
  3. Assists with the creation and maintenance of GIS websites and data targeted for the general public and City staff using ArcGIS Server software or other software.
  4. Prepares complex spatial analysis and cartographic projects; prepares reports and provides technical assistance and documentation for inclusion in special study documents.
  5. Prepares maps and graphic displays for presentations, meetings, memorandums, and reports for the Public Works Department and other City departments.
  6. Assists in the maintenance, design, and creation of databases; collects and inputs data; produces and analyzes output. Assists in the maintenance of GIS websites.
  7. Updates City zoning maps, street maps, voting ward maps, land use maps, Planning Services Division maps, and other City-wide base maps with the use of GIS system.  Digitizes parcels, utility, infrastructure updates, and as-built information onto base maps.
  8. Works with appropriate City staff members to identify City-wide GIS needs.
  9. Performs research on GIS related products, trends, and projects.
  10. Receives requests from other City departments, prioritizes needs with assistance of Planning Services Manager and GIS Coordinator, and assists with user group projects to assure completion of assignments.
  11. Responds to public inquiries and provides information related to City GIS database records, provides assistance in preparing and reviewing legal descriptions, and responds to requests for transmittal of digital mapping files.
  12. Trains end-users in the use of GIS software applications.
  13. Documents GIS process, applications and procedures, as necessary.
  14. Other related duties and responsibilities to maintain, expand and improve the City’s GIS may be assigned as needed and other duties as may be required during and after business hours.

Requirements:

  1. Requires an associate’s degree from an accredited college or university with specialized coursework in CADD or GIS.  A bachelor’s degree in geographic information systems, geography, urban and regional planning, or related field is preferred.
  2. Requires a minimum two years of progressively responsible work experience supporting, developing and implementing municipal geographic information systems, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
  3. Proficiency using 10.X ESRI ArcGIS Desktop Suite of products (ArcMap, ArcCatalog, and ArcToolbox).
  4. Experience with ESRI extensions, specifically Network Analyst, Spatial Analyst, and 3-D Analyst.
  5. Proficiency in Microsoft Office 2010 or newer version.
  6. Specialized experience and/or training in geodatabase development and shapefile manipulation using ESRI GIS software.
  7. Experience with scripting in the current ESRI environment (i.e., Python), GPS data collection, ArcGIS Enterprise, ArcGIS Online is desirable.
  8. Knowledge of basic database design principles a plus.
  9. Ability to read, write, and interpret legal documents.
  10. Ability to develop, coordinate, plan, and prioritize projects and programs.
  11. Ability to communicate clearly and effectively, both orally and in writing.
  12. Ability to research, collect and analyze data.
  13. Must be organized and detail oriented.
  14. Ability to work and make decisions independently, with little or no supervision while at the same time, ability to cooperatively work as part of a team.
  15. Ability to develop and maintain effective working relationships with associates, employees in other City departments and representatives of other organizations.
  16. Ability to analyze problems and apply sound judgment in developing solutions.
  17. Ability to set priorities and meet deadlines in a fast-paced environment with frequent interruptions.
  18. Ability to train end users on the uses of various geographic information systems.
  19. Ability to acquire and maintain a valid Wisconsin Driver’s License.
