Senate Bill 196 limiting the use of aerial drones — or more accurately unmanned aerial systems (UAS) — has been passed by the Wisconsin Senate. The text of the bill and its amendments can be found here.
I reported on this bill in an earlier Bulletin article. The bill requires law enforcement agencies to obtain a warrant prior to using a UAS to collect evidence. The bill also prohibits individuals from using a UAS “with the intent to photograph, record, or otherwise observe another individual in a place where the individual has a reasonable expectation of privacy.” The phrase “with the intent” was added to the original draft of the bill through a Senate amendment.
